Description of Project

The consultancy services shall include:

(i) Analysis of current laws, regulations, and policies related to labor rights and the operations of informal groups;

(ii) Conducting surveys;

(iii) Proposing solutions to improve the rights and working conditions of informal waste collectors.

Results, activities

– Current policy documents do not specifically address the rights of informal workers in the scrap collection sector. Workers in this group do not have labor contracts and are not guaranteed social benefits.

– Labor statistics: Nha Trang has approximately 600-700 people working in scrap collection. Workers come from various regions, with 60% from Nha Trang and 23.3% from Binh Dinh. Most migrant workers do not register for temporary residence.

– Labor characteristics: The average age of workers is 49, with the majority being middle-aged women. The work does not require professional qualifications and is popular due to its flexibility.

– Working hours and income: Workers typically work 8-10 hours per day. Monthly income ranges from 3 to 4.5 million VND, which is considered low compared to the effort required.

– Tools and safety: Workers use simple tools and equipment, leading to a high risk of accidents, yet most do not have insurance.

– Challenges and difficulties: Workers face numerous challenges related to health, social discrimination, and job instability. Migrant workers who have not registered for temporary residence do not receive legal benefits.

– Support needs: Scrap collectors seek support for social welfare, access to connections and capital, and recognition of their role in society.
